A estátua em bronze do Dr. Luís César Pereira, da autoria do Mestre Francisco Simões, encontra-se situada no jardim com o mesmo nome. A obra constitui uma homenagem da Câmara Municipal de Vila Franca de Xira, tendo sido inaugurada em abril de 2008 pelo centésimo aniversário do seu nascimento.
Figura de relevo na cidade, Luís César Rodrigues Pereira (1908-1984) era médico, conhecido como o médico dos pobres, e bispo da Igreja Lusitana (comunhão anglicana).
